Kubuntu is an official branch of the Ubuntu Linux operating system, but with KDE as desktop environment.
As explained in the Kubuntu page on the wiki for Ubuntu Linux: "The Kubuntu project wants to be to KDE what Ubuntu is to Gnome: an integrated operating system with all the features of Ubuntu, but based on surroundings KDE desktop. New versions of Kubuntu out on a regular and predictable, it is a new version every time you leave an update of KDE.
All packages share the same files as Ubuntu.
